Office of the CEO
a) Finance and Accounts Department:
The department is responsible for the following functions:
- Establishing sound financial policies, systems and procedures in compliance with statutory regulations;
- Designing and implementing accounting systems and internal control procedures;
- Preparing financial reports and statements;
- Participating in the preparation of the KLDC’s strategic plan, forecasts and cash flow projections;
- Coordinating the planning function, budgeting process, monitoring cash flow and overseeing the organization’s financial performance against the budget and operational goals;
- Maintaining liaison with relevant government departments for necessary consultation on financial matters to ensure KLDC’s compliance with statutory requirement
b) Supply Chain Department:
The department is responsible for the following functions:
- Ensuring timely, efficient and effective procurement of goods, services and works, while adhering to the procurement policy and regulations;
- Ensuring user departments adhere to procurement plans;
- Developing quality specifications of goods and services in liaison with the relevant department and end-users;
- Carrying out designated checks on quality and security aspects of procurement;
- Managing annual supplier pre-qualifications exercise;
- Managing the disposal of obsolete and disposable items;
- Ensuring compliance with the Public Procurement and Disposal Act and other legal framework governing procurement;
- Preparing statutory reports as stipulated by the Public Procurement Oversight Authority on quarterly basis or as required;
- Coordinating periodic and annual stocktaking for prudent inventory management and use of the Council resources;
- Managing procurement contracts.
c) Internal Audit:
The department is responsible for the following functions:
- Ensuring that the Council’s risk management, internal controls, and governance processes are adequate and functioning;
- Carrying out timely and continuous audits, verifying and monitoring of financial transactions of the KLDC;
- Checking and reporting on the performance of the organizational systems in place;
- Vouching and monitoring expenditure;
- Carrying out investigations where necessary;
- Ensuring accuracy of internal management reports;
- Ensuring employees’ actions are in compliance with policies and procedures;
- Ensuring quality and continuous improvement are fostered in the organization’s control process;
- Ensuring compliance with relevant legislative or regulatory issues.
d) Legal Unit:
The department is responsible for the following functions:
- Ensuring the provision of professional, timely and objective legal services to KLDC;
- Drafting legal documents, leases and contracts;
- Formulating and drafting bills and guidelines for KLDC;
- Liaising with the Attorney-General’s Chambers and external lawyers on all legal matters touching on KLDC;
- Undertaking research on various legal aspects and processes relating to KLDC’s mandate;
- Ensuring appropriate representation of KLDC in all legal matters;
- Carrying out Company Secretarial function.
Directorate of Technical Services
a) Capacity Building Department:
The department is responsible for the following functions:
In collaboration with various Institutions, the Capacity Building Department executes capacity building and sensitization programmes to players at various levels of the leather value chain for purposes of skills development and ensuring relevance with the changing customer needs and market trends.
b) Promotions & Marketing Department:
The department is responsible for the following functions:
Identification and promotion of appropriate marketing strategies and resource mobilization platforms to allow for penetration of locally manufactured leather and leather products into the local, regional and global markets.
c) Monitoring & Evaluation:
The department is responsible for the following functions:
Monitors and evaluates the execution of all programs, plans and projects in a clear methodology that guarantees the efficient implementation of these programs and plans and achievement of goals, that also includes preparing reports, studies, and recommendations related to the performance of such plans and programs.
Directorate of Corporate Services
a) Human Resources and Administration:
The department is responsible for the following functions:
- Developing and implementing HR policies and procedures;
- Preparing and implementing HR and Administration work plans;
- Planning and directing HR development, performance management and career development processes and programmes;
- Overseeing the processes of selection, recruitment, induction, placement and discipline of staff in the organization;
- Administration of staff remuneration and benefits;
- Ensuring compliance with labour laws and regulations;
- Overseeing employee welfare;
- Preparing, implementing and controlling the HR and administration budget;
- Enforcing safety and security procedures;
b) Information Communication and Technology (ICT):
The department is responsible for the following functions:
- Formulating and implementing ICT policies and procedures;
- Developing user requirements on the Council remuneration system;
- Implementing and maintaining the system;
- Developing, implementing and managing a computerised information system;
- Ensuring data security and data recovery;
- Providing appropriate information and guidance on emerging trends and best practices in ICT to enable KLDC optimise usage of technology;
- Providing ICT services to all the functions of the Council;
- Ensuring well-coordinated information dissemination systems with sufficient controls to capture and process data;
- Ensuring that all ICT equipment are in good working condition;
- Ensuring network security and availability of appropriate backing system;
- Conducting and coordinating of user training;
- Managing the KLDC’s databases;
- Undertaking the maintenance of the KLDC’s website and intranet.
c) Corporate Communications:
The department is responsible for the following functions:
- Executing media relations plans, in line with the KLDC’s strategic interests;
- Managing the relationship with media houses;
- Conducting regular media and social media monitoring;
- Coordinating press releases, press briefings and KLDC image building activities;
- Identifying and implementing communication initiatives to increase the visibility and awareness of KLDC’s mandate;
- Preparing publications and information communication and education materials, such as newsletters, brochures, posters, calendars;
- Writing articles for publication in journals, website, social media and other platforms;
- Promoting the KLDC’s agenda through the website;
- Producing and promoting short videos and documentaries, as well as photos;
- Developing content and active engagement on social media platforms.
